The practice of school law requires a unique blend of legal acumen and industry experience. Trouble- shooting the varied challenges that arise in the board room and classroom alike requires a diverse skill set and a commitment to listening to the client’s story and objectives. With nearly two decades of school law experience and an unmatched commitment to client service, Mr. Petrungaro has built a diverse practice focusing on the areas of board governance, labor and employment, business practices and student issues. And when disputes cannot be avoided or resolved before reaching the courtroom, James’ extensive litigation portfolio at both the trial and appellate levels makes him a much sought-after ally and representative of educational institutions.
James has extensive experience regarding the application of Illinois’ Local Government Tort Immunity Act, student transportation matters, Open Meetings Act and FOIA compliance, and board self-governance. He regularly represents boards of education in student disciplinary and employee due process proceedings and defends them in grievance arbitrations and from charges of unfair labor practices. His practice also includes tax rate referenda and guiding public officials on conflicts of interest and ethics.
Mr. Petrungaro is a 2002 graduate of the University of Chicago where he earned a Bachelor’s of Arts degree. He received his Juris Doctor degree in 2006 from the Catholic University of America, Columbus School of Law in Washington, D.C. where he served as president of the Students for Public Interest Law Society. While in Washington, Mr. Petrungaro clerked for the General Counsel’s Office of the National School Boards Association and and for the General Counsel’s Office of the American Federation of Teachers, AFL-CIO.
James resides in Glenview with his wife, Dr. Kathryn Petrungaro and their three children.
