Robb Cooper earned his Bachelor’s degree from Oregon State University in 1973, his Master’s degree from Edinburgh University (Scotland) in 1979, and both his PhD and JD from Loyola University in 1987. His career has included teaching in Japan, the state of Washington, Oak Park, Saint Charles and Wheaton and serving as an administrator in Winfield SD 34. Mr. Cooper served as a tenured professor in the Graduate School of Education of Northern Illinois University for 20 years where he trained hundreds of school administrators.

He has been engaged in the practice of education law for more than 30 years. He has provided counsel for school boards in Florida, Washington, Wisconsin and Illinois. His practice areas have included collective bargaining, student issues, district boundary disputes and personnel matters. He has also served as a consultant to the World Bank and published a monograph for the Bank on the decentralization of education.
