Mr. Petrungaro’s school law experience includes litigation related board governance, election issues and both student and employee matters. Mr. Petrungaro’s litigation experience includes defending boards of education in personal injury, employee benefits, breach of contract, school transportation, and civil rights claims. Through his defense of public schools, Mr. Petrungaro has developed expertise regarding the application of Illinois’ Local Government Tort Immunity Act. He has represented school districts in student disciplinary and employee due process hearings, and has defended boards of education in grievance arbitrations and from charges of unfair labor practices.
Mr. Petrungaro is a 2002 graduate of the University of Chicago where he earned a Bachelor’s degree in psychology with a minor in political science. He received his Juris Doctor degree in 2006 from the Catholic University of America, Columbus School of Law in Washington, D.C. where he served as president of the Students for Public Interest Law Society. Mr. Petrungaro’s legal experience, before entering the school law forum, began with his representation of victims of abuse and neglect at the Families and the Law Clinic in Washington and the District of Columbia Attorney General’s Office.
While in Washington, Mr. Petrungaro served as a law clerk for the General Counsel’s Office of the National School Boards Association, and also served as a law clerk in the General Counsel’s Office of the American Federation of Teachers, AFL-CIO. Before beginning his tenure as an attorney, James served as a summer law clerk at Scariano, Himes and Petrarca, Chtd.
