Mr. Mullins’ experience includes all areas of school law, including employment, labor, civil rights, student rights and discipline, detachments/annexations, board procedures and contracts.  Mr. Mullins has defended school districts before administrative bodies and in courts.  He has also represented schools and other local governmental entities in all types of election matters.

 

Mr. Mullins edited and updated the second edition of the Illinois Association of School Board’s Student Disciplinary Hearings handbook.  He has published numerous articles in various legal publications and was a co-author on the Labor Relations chapter for the Illinois Institute of Continuing Legal Education’s treatise on School Law.  Mr. Mullins is a frequent presenter at state and national school board association and school administrators’ association conferences. 

Mr. Mullins received a Bachelor’s degree in psychology from Loyola University Chicago in 1976 and received his Juris Doctor degree from Chicago Kent College of Law in 1980.
