Mr. Himes represents the governing boards of elementary and secondary school districts in suburban Chicago and other units of local government in Lake County, Illinois. Mr. Himes has extensive experience representing management in labor matters, including collective bargaining and grievance arbitrations and devotes substantial time to defending employers against claims of employment discrimination. He also has a breadth of experience handling school law matters including construction issues, student issues and detachment/annexation hearings. Mr. Himes has been an equity partner at Scariano, Himes and Petrarca since he joined the firm in January 1986.
Mr. Himes is a past Chairman of the Illinois Council of School Attorneys and a past member of its Board of Directors and also a member of the National Council of School Attorneys. He is a member of the Illinois Educational Labor Relations Board’s Advisory Committee and the Board of Advisors for the Chicago Kent Law School Public Labor Relations Annual Conference. Mr. Himes also serves on the Illinois Association of School Business Officials, Committee on Legal Practices.
A native of North Carolina, Mr. Himes attended Davidson College in Davidson, North Carolina where he received ROTC and football scholarships. Thereafter, Mr. Himes attended the University of North Carolina, School of Law where he was awarded a Juris Doctor degree in 1973. In November 1973, Mr. Himes joined the U.S. Army Judge Advocate General’s Corps (“JAG”) where he was a captain and ultimately served as a senior trial attorney trying approximately 54 cases before leaving the JAG in June 1978. During the time Mr. Himes was in the JAG, he received his Masters of Laws and Letters in labor law from Georgetown University Law School.
Following his service in the JAG, Mr. Himes joined the Washington D.C. law firm of Braude, Margulies, Sacks, and Raphan P.C. where he practiced construction law and gained experience representing management in labor law disputes. In April 1979, Mr. Himes moved to Chicago and joined the law firm of Brydges, Riseborough and Morris, where he became a partner and practiced construction, labor, employment, and school law until the time he joined Scariano, Himes and Petrarca, Chtd.
